Η άποψη ξένων φιλοζωικών οργανώσεων για την υποχρεωτική στείρωση

"Best Friends does not support any form of mandatory spay and neuter law, regulation or policy, including any provision that targets a specific breed. While often well intentioned, these types of laws are the wrong policy solution, and while we certainly agree that increasing the numbers of sterilized cats and dogs is a crucial component to ending unnecessary killing, these efforts should never be codified as a mandate... Thousands of communities across the country have achieved a lifesaving rate of 90% or higher without any form of mandatory spay or neuter law or policy... Mandates like these laws destroy the goodwill and trust that shelters and animal control have worked for decades to foster... Best Friends does not support mandatory spay and neuter". "ASPCA is not aware of any credible evidence demonstrating a statistically significant enhancement in the reduction of shelter intake or euthanasia as a result of the implementation of a mandatory spay/neuter law of general application to all owned animals within a community. Indeed, mandating spay and neuter for owned pets can have the unintended consequences of increasing shelter intake and impeding the return of strays to their owners when the costs associated with spay and neuter are prohibitive. Even when an MSN law seems to have a positive effect on one aspect of animal welfare, it may have a negative effect on another. For instance, in at least one community that enacted an MSN law, fewer pets were subsequently licensed, likely due to owners’ reluctance to pay either the high fee for keeping an unaltered animal or the fee to have the pet altered". Οι μεγαλύτερες οργανώσεις του εξωτερικού, όπως η "American Society for the Prevention of Cruelty to Animals" (ASPCA) και η BEST FRIENDS, έχουν τοποθετηθεί επίσημα εναντίον της υποχρεωτικής στείρωσης, εκτιμώντας πως το μέτρο αυτό έχει αποτύχει. Το 2008, η κομητεία του Λος Άντζελες, στην Καλιφόρνια των ΗΠΑ, ψήφισε έναν από τους αυστηρότερους νόμους για υποχρεωτική στείρωση, απαιτώντας να στειρωθούν όλα τα δεσποζόμενα σκυλιά  και γατιά. Το μέτρο αποσκοπούσε στην μείωση των ανεπιθύμητων ζώων και στον περιορισμό των χιλιάδων ευθανασιών που πραγματοποιούνται κάθε χρόνο στα τοπικά καταφύγια ζώων. Όσοι μετακόμιζαν στο Λος Άντζελες μαζί με το ζώο τους ήταν επίσης υποχρεωμένοι να συμμορφωθούν με το νόμο.Την χρονιά που ψηφίστηκε το μέτρο, θανατώθηκαν 56% περισσότεροι σκύλοι απο ότι τον προηγούμενο χρόνο, και πέντε χρόνια αργότερα εγκαταλείφθηκαν 38% περισσότεροι σκύλοι από ότι πριν τον νόμο.
